INTRODUCTION

1. Every year the National Cadet Corps (NCC) recruits about 4,500 secondary one students into NCC Units in school. These cadets undergo a modular and progressive training programme in their four years with the NCC. Their stint with the NCC would have given them opportunities to develop self-discipline, a sense of adventure, resilience and leadership, which prepare them well for the future.

2. Feedback gathered from the Unit COs that HQ NCC should extend the membership to the interested cadets to continue to serve the Corps after their completion of study in the secondary school.

3. The 14th NCC Council approved this proposal in principle during the Council Meeting held on 22 May 09.

AIM

4. The aim of this instruction is to spell out the Associate Membership application procedures.

ELIGIBILITY FOR ASSOCIATE MEMBERSHIP SCHEME

5. Application is open to Part D and D1 cadets.

6. Associate Members must be:

a. A member of the NCC affiliated organization.

b. A student of a government, government-aided or independent secondary school, junior college, Polytechnic or Institute of Technical Education.

c. A Singaporean or Permanent Resident. Foreign Students applications are subjected to a limit of 5 for each school/institution and the approval of Senior Parliamentary Secretary (Education).

APPLICATION PROCEDURES

7. School COs will offer the Part D / D1 cadets with the application forms before their stand-down of NCC activities in Apr / May.

8. School COs will need to support the application and submit it to the respective District Commander for recommendation.

9. Upon the recommendation by the respective District Commander, the school COs will submit the compiled list of members to Commandant NCC for approval.

10. Associate Members will come under the charge of the respective District Commander.

NAME OF SCHEME AND PARTICIPANTS

11. The scheme would be named the “Associate Membership Scheme in the National Cadet Corps (NCC)”. Participants would be known as “Associate Members of the National Cadet Corps” or in short “Associate Members”.

ATTIRE AND RANK STRUCTURE

12. All Associate Members are to wear NCC Uniforms with NCC epaulettes.

13. The last NCC rank attained shall be worn by Associate Members.

14. Tabs with the words ASSOCIATE are to be sewn on both sleeves of the NCC No 4 Uniform (this is to replace the previous school tab)

SCOPE OF PARTICIPATION IN NCC ACTIVITIES

15. Associate Members are only allowed to participate or assist in HQ NCC activities. The following are activities Associate Members may participate in:

a. Adventure Activities. Associate Members may participate or assist in the conduct of various NCC adventure activities.

b. NCC Campus and Training Centre Facilities. Associate Members may request usage of the various adventure facilities found in the NCC Campus and the Sea Training Centres.

c. Parades. Associate Members may participate in parades and drill programme such as the NCC Day Parade, PDS and Free Style Drill.

d. Leadership Courses and Programmes. Associate Members may attend courses such as Auxiliary Adventure Instructors’ Course, Advance Drill Course, Fitness programme and Camp Pinnacle.

e. Live Ranges. Associate Members may participate or assist in the conduct of Live Ranges.

f. Visits. Associate Members may participate in the visit to Military Institution such as Basic Military Training Centre (BMTC) in Pulau Tekong and Officer Cadet School (OCS).

g. Talks. Associate Members may attend SAF and/or MOE Senior Officer’s talks.
