ADMINISTRATIVE INSTRUCTIONS FOR NCC VISIT TO EX WALLABY 2010
INTRODUCTION
1. HQ NCC is organizing a training visit to Exercise Wallaby in Australia as part of the initiatives under the NCC 21 Masterplan.
2. A total of 2 X NCC Officers and 10 X NCC Cadets (Part C and above) will be selected to participate in the overseas training visit programme from 8 Nov to 13 Nov 10 (Tentative date).
AIM
3. The aim of this Administrative Instruction is to provide the DCs, Units’ COs and selected Teacher Officer OIC with the necessary information for dissemination to the Teacher-Officers, Cadet Officers and cadets and for their application, administration and execution of NCC visit to Ex Wallaby
OBJECTIVES
4. The objectives of the visit are as follows:
a. To improve the goodwill between HQ NCC and the Australian Cadet Corps under the Cadet Exchange Programme, as encompassed in the NCC 21 Masterplan.
b. To observe SAF troops training in SWBTA in Queensland, Australia for the purpose of exposing NCC cadets to live-firing, troop and vehicle movement in an SAF Overseas Training Base so as to increase military awareness in NCC Cadets.

outstanding contributions to the organization.
VISIT PROGRAMME
5. The proposed programme (refers to Annex A) will include the following:
a. Courtesy-call. The NCC Delegation will make a courtesy call to Base Commander. After a briefing, the NCC Delegation leader will present a memento to the Base Commander.
b. VisittoSAFTrainingActivities. To experience SAF Overseas training, the NCC Delegation will observe a SAF unit conducting live-firing and unit training.
c. Cadet Exchange with Australia. Our NCC Officers and Cadets will meet up with their Australian counterparts under the Cadet Exchange Programme, interact and exchange training ideas as well as explore new opportunities for future visits.
d. Adventure Training. Participants will undergo a 1 day adventure programme in Queensland – Capricorn Caves where they may experience adventure caving activities.
NOMINATION OF PARTICIPANTS
6. All NCC Teacher-Officers, Cadet Officers and cadets (Part C) are required to complete the Application Form for Overseas Training/Visit attached in Annex B.
7. HQ NCC will select 2 Teacher-Officer and 10 Cadet Officers/cadets for the Exchange Programme. (Exclusion: This course is only open to Land Officers, Cadet Officers and cadets.)
CO-PAYMENT
8. All participating Cadet Officers and cadets are to co-pay a fixed rate of $150 for the programme. However the NCC Teacher-Officers will be fully subsidized. All participants must be aware that if they fail to attend the training, they must pay in full for all cost incurred by National Cadet Corps.
SUBMISSION OF APPLICATION FORMS
9. All completed application forms (with a photocopy of the passport showing both the date of issue and expiry) are to be submitted to the respective District

not be entertained.
10. Only short-listed Teacher-Officers, Cadet Officers and cadets are to attend an interview panel chaired by Commandant NCC or HTM on 20 Aug 10, 1500 hr at NCC Council Room, NCC Campus. Each District Commander is allowed to shortlist 2 Cadet Officers and 6 cadets from each district for the interview.
11. Officers and cadets are to seek the approval and signature of the Principal of the secondary school they are teaching/studying in while Cadets Officers are to seek the approval and signature of the Principal/Course Manager of the tertiary institution they are studying in.
12. All selected participants are to assist in the NCC ICEP (Inbound) to be held in Dec period.

COMPETITION ADMINSTRATIVE INSTRUCTIONS FOR
NCC INAUGURAL SILENT PRECISION DRILL SQUAD COMPETITION 2010
INTRODUCTION
1. HQ NCC will be conducting the NCC Inaugural Silent Precision Drill Squad Competition on 12 and 19 Jun 2010. This annual event will see all the NCC PDS school units from the various Districts competing to be Champions and the top 10 teams qualifying for the Grand Finals to be held on 19 June 2010.
2. This exciting annual competition fosters creativity, teamwork, resilience and discipline that are hallmarks of a NCC Cadet.
3. The Silent Precision Drill Squad Competition would serve as a platform to validate what the Cadets have learnt and to display their array of talents by competing amongst each other in a healthy atmosphere.
AIM
4. The aim of this annual competition is to promote an exciting competition for all NCC PDS school units and to select the top 3 school units during the Grand Finals to represent NCC on showcasing SPDS at future NCC major events.
5. This competition administrative instruction is to provide the administrative details for the participant’s on the competition rules, reporting time, venue, transportation, attire and other instructions.
DATE, TIME & VENUE
6. The venue for the competition will be held at NCC Campus, parade square. For the dates and time, kindly refer to Annex A.
REGISTRATION
7. Participants are to report to their respective District Specialist at the parade square for their team’s registration on the competition date. (Schedule will be made known to all units by 21 May)
SCHEDULE
8. The detailed schedule for the competition will be disseminated to all school units on 21 May 2010.
COMPETITION FORMAT
9. The format for the competition would be as follows:
a. Inspection of team’s turnout & bearing by Judges
b. Based on this year’s Part “A” cadet handbook, 10 cadets would be selected to answer general knowledge questions from the book
c. The team is to select a set from the 3 sets (shown in Annex C) and perform 6 PDS basic arms drill before commencing on their performance.
d. The performance should not be less than 4 minutes or more than 6 minutes.
e. To ensure a level playing field, all competing teams are to use the Mark 4 rifles provided by HQ NCC for the competition.
SCORING, RULES AND REGULATIONS
10. For the scoring, rules and regulations, kindly refer to Annex B and C
ATTIRE
11. Participants are to wear their no.4 uniform for the competition. Enhancements to the uniform are allowed for this competition.
COMPOSITION OF PARTICIPANTS
12. The composition of your school unit team can comprise of Cadets from Part “B” to Part “D”. Participating teams must have a minimum of 12 cadets and a maximum of 20 cadets only.
FERRY SERVICE
13. There will be 2 x 20 seat bus provided as Ferry Service from Yio Chu Kang MRT station to NCC Campus from 0730 to 0830 hr on both competition dates.
MUSIC
14. Music is allowed to accompany the team’s performance but kindly ensure that the lyrics are not obscene or would cause discomfort to the audience.
REFRESHMENTS
15. Refreshments will be provided to all the participants during the competition.
NOMINAL ROLL
16. All participating teams are to submit their Nominal Roll by 18 May 10 to Sergeant Major NCC, 1WO Christopher via this e mail address ariel6192@yahoo.com.sg. See Annex D for the NR template.
17. Your kind attention on the prompt submission of the Nominal Rolls is greatly appreciated to facilitate planning and entry to NCC Campus.
PRIZES / SOUVENIRS
18. Souvenirs will be provided to all teams participating in the preliminaries. For the Grand Finals, the top 5 teams will be awarded prizes and the rest of the teams would be awarded a finalist plague.
JURY OF APPEAL
19. The Jury of Appeal will comprise of Head Training, MAJ (NCC) Singam, respective District Commanders and SM NCC.
CAMP SECURITY
20. Cameras, camera phones or any image capturing devices is strictly prohibited in the Campus premises.
CONCLUSION
21. This competition would definitely benefit the participants, as they would be able to choreograph the drill movements and promote creativity to make PDS drill fun but yet challenging.

ADMINISTRATIVE INSTRUCTIONS FOR THE CONDUCT OF OUTWARD BOUND SINGAPORE (OBS) LEADERSHIP PROGRAMME 2010
INTRODUCTION
1. Outward Bound Singapore conducts a 5 day leadership programme for selected Part C cadets (Boys and Girls) as part of the adventurous training provided to the cadets. It is also part of the incentive programme to reward deserving cadets, who have been outstanding in training.
2. The facilitators and trainers at OBS would expose cadets to confidence and adventure training in the new environment and terrain in the natural surroundings at Pulau Ubin.
AIM
3. The aim of these Administrative Instructions is to provide the Districts the necessary information on the conduct of OBS Leadership programme 2010.
PURPOSE
4. The purpose of the OBS Leadership programme is to provide the cadets with interesting, challenging, educational, enjoyable and adventurous activities. Attendance in any one of the adventure programme is a criterion for selection of cadets for the Cadet Officer Course. Participation is therefore much sought after by Part C cadets.
LOCATION
5. The Outbound Bound Singapore conducts the programme at Pulau Ubin. The disembarkation will be at Punggol Jetty.
PROGRAMME
6. The detailed training programme for the OBS Programme 1 (14 to 18 Jun 10) and OBS Programme 2 (21 to 25 Jun 10) are attached.

REGISTRATION FORM
8. The OBS Registration form from OBS is attached. NCC Unit Commanding Officers are to issue these registration forms to their selected cadets and to brief them to go for their own medical check up and to get the doctor fill up the medical form. Cadets with a history of medical conditions should inform the doctor of the medical problem. The validity for the medical check up is 3 months only.
9. District Commanders are to ensure that all completed application forms are submitted to SO Trg, Trg Branch by 10 May 10.
NOMINAL ROLL
10. District Commanders are requested to complete the nominal roll attached in Annex A and to submit to SO Trg, HQ NCC Trg Branch by 15 May 10..
STAYING IN
11. District Commanders are to arrange for their cadets to stay-in the night before the programme so that they could be accounted for according to the nominal roll submitted to OBS. Attendance should be made compulsory.
12. All participants are to consume breakfast and be ready to board the buses by 0730 hrs the next morning.
ABSENTEES
13. District Commanders are to ensure that all selected cadets attend the programme. They should have sufficient reserves to replace absentees. The 5 day programme is fully subsidized by CCAB. However District Commanders are to ensure that an absentee pays $500.00.

INTRODUCTION
1. The Singapore Youth Festival celebrates the abilities and talents of our youth in the performing arts and sports beyond the academic. This year, HQ National Police Cadet Corps is given the honour of organising the Singapore Youth Festival Opening Ceremony (SYFOC) Parade at the Singapore Indoor Stadium (SIS) on Saturday, 3 Jul 2010.
PARADE REQUIREMENTS
2. HQ NCC will support the SYFOC by mounting 2 Guard of Honour (GOH) contingents and 1 supporting contingent. The composition is as follows:
a. 1 NCC (Boys) & 1 NCC (Girls) Guard of Honour Contingents comprising 50 cadets (in 5 rows of 10), 2 contingent commanders and 5 reserves per GOH contingent.
b. NCC Mixed Supporting Contingent comprising 30 cadets (in 3 rows of 10), 2 contingent commanders and 3 reserves per supporting contingent.
c. Flag Party comprising 2 flag bearers (1 actual + 1 reserve).
SELECTION OF CADETS
3. All NCC units are to do their first-cut of selections in their unit level first. The selection criteria are:
a. No medical history/ problems that may hinder participation.
b. BMI not more than 30.
c. Preferably not wearing glasses.
d. Min height of 1.60m.
e. Part “C” Cadet only (no gender restriction).
4. All cadets chosen by the units are to report to the MPH, NCC Campus, for a selection by 1WO Christopher, SM, NCC and 2WO Teo Soon Lye, Senior Trainer. The details are as follows:
a. Date. 22 May 2010 (Saturday)
b. Time. 0830 hr – 1130 hr
c. Venue. MPH, NCC Campus
d. Attire. No. 4 uniform with beret

5. The requirement of Part C cadets and cadet officers for the 2 GOH contingents, 1 supporting contingent and flag party (reserves included) will be drawn from all Districts.

a. Rehearsals for GOH only - 5 sessions at Home Team Academy (HTA).
b. Rehearsals for all - 4 sessions at HTA.
c. On-Site Rehearsals - 4 sessions + 1 preview + 1 actual at SIS.
9. Most training sessions have been scheduled on Wed & Fri as the NDP parade trainings will take place on most of the saturdays during the same period. Based on the proposed schedule, first training session for the GOH contingents is scheduled on Wed 26 May followed by training for all contingents on Fri 4 June as shown in the training schedule attached in Annex A.

10. Nominal rolls are to be submitted using the template attached in Annex B to Training Branch, HQ NCC by 30 Apr 10 for obtaining clearance into Amoy Quee Camp.

H1N1 PRECAUTIONARY MEASURES
16. To minimize the risk of H1N1 and other infectious diseases, all participants are required to take their temperature before coming for the selection/rehearsals. Cadets with high fever shall seek medical advise and not come for the selection/rehearsals.
BUC POINTS
17. A maximum of 20 BUC points shall be awarded to NCC units under the Participation of HQ Events on a case to case basis.

1. The National Day Parade 2010 will be held at the Padang on 9th August 2010. As before, the NCC will be sending a Marching Contingent of NCC cadets to celebrate this event.

Spec course Phase 1
6. Course participants are to report at Singapore Discovery Centre Bus
Bay, which is walking distance from Joo Koon MRT station, where a ferry
service would be provided to transport the cadets to SISPEC.
7. All Course participants will report by 0800 hours at Singapore
Discovery Centre Bus Bay to be transported to SISPEC for in-processing.
Cadet Officers will be posted to guide the participants. Transportation
would only be provided from 0730hr to 0830hr.

TRAINING ON THE 12/3/2010, SPECIALIST COURSE, MT OPHIR.
there will be a training on the 12/3/2010.
training will start at 2.30pm and end at 6.00pm.
attire for all is half-U. please be punctual. use only P.E shirt. for part A pls be in PT kit.
FOR SPECS, ANY NCC LAND RELATED SHIRT IS ALLOWED. NO LEARNING FIESTA SHIRT IS TO BE USED.
PLEASE BE REMINDED TO BRING $5 FOR NCC FUNDS.
to part C havent done their mutual today, you will have your mutual test on this friday.

there will be ncc training tomorrow.
please fall in in the foyer at 2.30pm SHARP. as for the specialist dnt think you can take your time. specs are to fall in at 2.25pm SHARP.thank you(:
training will end at 6pm
part a fall in in PT kit.
there will be NO training for part b.
part c &d in half-u.

NO TRAINING ON 12/2/2010
there wont be any training this friday on the 12/2/2010 due to chinese new year celebrations.
few things which i need NCC cadets to take note of and do:
part B- improve on your drills
part C- make sure all of you guys know ALL the commands escpecially sizing command by the next training or you will SUFFER the punishment of your ASM MASOOD!
all of you will go home with your eyes dry. By the way spec course is next month so i mean what i say.
to all NCC cadets including specialist- please bring $5 each for NCC funds. it will only be for one year. it will help us alot for example getting better NCC flags, PDS rifles.. better m-16 rifle.. NCC t-shirts.. and some proper supper during camp.

TRAINING ON 5/2/2010
there will be a NCC training on the 5/2/2010.
please fall in in the foyer at 2.30pm sharp. fall in in your PT kit with P.E shirt, black shorts and green sock. for secondary ones white socks. Sport shoes will be allowed for ALL games and PT trainings.
to all specialist fall in at 2.25pm sharp with the same attire. i understand that specs are having P.E on thursday, so you are allowed to wear any NCC related shirt, EXECPT for, camp feast air shirt and learning fiesta shirt. learning fiesta is too colourful like a clown. dosent suit NCC. NO class t-shirt is allowed. only NCC related.
we will be having workout during this training.
training will end at 4.30pm.
it will be the last day for out dearest CLT RAYMOND TAN. so hope we will make a good training for him!
please spread to all your other partmates. drag them to training.

PDS TRAINING, cca fair performance, 4/1/2010 & 5/1/2010
There will be a three hour PDS training for CCA fair performance on the 4th & 5th of January 2010. Fall in, in STANDARD half-U, BDS P.E shirt and nothing else. For now training will start at 2.30 pm depending on the time. training will end at 5.30 pm.
Please be punctual. Latecomers will be dealt with.
Cadets who will be performing and need to attend this training is Ian, Jing Ke, Harith, Hussain, Firdaus, Amirul and Syamil. This training is compulsory for the performers.
Feel free to ask me any questions regarding the training, or the drills.PLEASE practise your drills at home.
This is the sequence drill: SALUTE, PIPA ARM, M. DRAGON TOSS ARM, DOUBLE RIGHT, PUNGFOO AND M. SEAGULL.
